Understanding cables

1.  John Halinski arrived in Rome, Italy in July 2004 to 
report for a two year tour of duty as the Transportation 
Security Administration Representative (TSAR) in Rome.  He is 
responsible for Liaison on Transportation Security issues 
with the Government of Italy and Sub-Saharan African 
countries.  He is accompanied by his wife and two children. 
His tour is being extended until July 2008. 
 
2.  Mr. Halinski has a Top Secret Clearance.
