Understanding cables

1.  The Ambassador and Ambassador Ali Tuygun, Undersecretary 
of Foreign Affairs, signed the "Agreement Between the 
Government of the Republic of Turkey and the Government of 
the United States of America Regarding Cooperation to 
Facilitate the Provision of Assistance for Non-Proliferation 
Purposes" on June 14, 2005 in a ceremony at the Turkish 
Ministry of Foreign Affairs.  There was media coverage of the 
event and both principals made remarks. 
 
2.  The Agreement will now be submitted to the Turkish 
Parliament for ratification.  Ratification is expected to be 
completed by the early fall.
