Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

POSITION ON CSW 
 
 
(SBU) On March 3, Pol Counselor spoke with Minister of the 
Presidency Ulbaldino Real seeking support for the U.S. 
amendment to the Commission on the Status of Women (CSW) 2005 
draft Declaration.  While delivering talking points, he 
reminded Real of GOP First Lady Vivian Torrijos' personal 
interest in the Declaration.  Real indicated that he would 
personally convey GOP support for the U.S. position to 
Panama's PermRep in New York.  Talking points were also 
delivered to MFA Director of International Conventions and 
Organizations Nubia Lezcano.
