   ABDULSALAMI ABUBAKAR WHO CHAIRED THE COMMONWEALTH 
   OBSERVER MISSION, HAVE DEVELOPED WEAK SPINES.  WE 
   BELIEVE THIS IS A SIMPLE QUESTION OF HE WHO PAYS 
   THE PIPER CALLS THE TUNE.  MR. ANNAN CANNOT BE SEEN 
   OPPOSING THE AMERICAN POSITION BECAUSE THE UN IS
