OF IMPOSING SANCTIONS ON CROATIA "ASTONISHING." 
CROATIA HAD BEEN AMONG THE FIRST TO RECOGNIZE B-H,

5.  TUDJMAN BEGAN BY COMMENTING THAT ONE NOW OFTEN 
SEES "BIASED AND ERRONEOUS" INTERPRETATIONS OF 
CROATIAN POLICY TOWARD B-H.  HE REFERRED SPECIFICALLY 
TO CLAIMS THAT CROATIA ALONE OR IN CONNIVANCE WITH 
SERBIA AIMED TO "CARVE UP" B-H AND SAID SUCH CLAIMS 
WERE UTTERLY UNFOUNDED.  CROATIA HAD NOT ONLY TRIED 
TO PREVENT THE OUTBREAK OF WAR IN B-H, IT HAD SOUGHT

WITH THEM IN CROATIA/B-H BORDER AREAS.  NOTING "VIEWS, 
EVEN FROM SERIOUS INTERNATIONAL CIRCLES," OF CROATIAN 
COMPLICITY IN THE FALL OF BOSANSKI BROD AND JAJCE, 
TUDJMAN SAID THAT THESE TOO WERE GROUNDLESS.

8.  TUDJMAN SAID THAT THE ALREADY VERY DIFFICULT 
SITUATION REGARDING NATIONAL, ETHNIC, AND RELIGIOUS 
RELATIONS IN B-H WAS MADE EVEN MORE DIFFICULT BY THE 
EXISTENCE OF COMMUNIST HOLDOVERS ON THE SERBIAN SIDE 
AND THE PRESENCE OF MUJAHIDIN IN MUSLIM RANKS. 
CROATIA SEES B-H AS THE EPITOME OF ALL OF THE MOST 
CRITICAL PROBLEMS OF THE FORMER YUGOSLAVIA, HE ADDED. 
THE SITUATION IN B-H MUST BE RESOLVED FOR THE GOOD OF 
CROATIAN, EUROPEAN, AND EVEN GLOBAL INTERESTS.  BASED 
ON ITS HISTORICAL EXPERIENCE, CROATIA BELIEVED THAT 
B-H COULD SURVIVE AS AN INDEPENDENT STATE ONLY AS A 
UNION OF THREE CONSTITUENT PEOPLES. 
 
9.  TUDJMAN SAID THAT IN RECENT TALKS WITH 
IZETBEGOVIC CROATIA HAD ESTABLISHED THE BASIS FOR 
RESOLVING ALL MISUNDERSTANDINGS, NOT ONLY BETWEEN 
CROATIA AND B-H BUT ALSO BETWEEN BOSNIAN CROATS AND 
MUSLIMS.  IZETBEGOVIC AGREED WITH THIS ASSESSMENT, 
TUDJMAN CLAIMED.  AND IZETBEGOVIC HAD ACCEPTED THAT 
THE PRESIDENCY OF B-H SHOULD INCLUDE CROATIAN 
REPRESENTATIVES CHOSEN BY THE BOSNIAN CROATS 
THEMSELVES.  "WITHOUT DOUBT," TUDJMAN AFFIRMED, 
CROATIA "IS FOR MAINTAINING THE SOVEREIGNTY OF B-H."

APC'S "PAINTED BLUE" (PRESUMABLY "MILITIA-BLUE") PLUS 
10 T-34 TANKS, AND FIVE MORE TANKS IN BATINA.  IN 
SECTOR WEST, NOT ALL OF THE HEAVY WEAPONRY IS 30 KM 
FROM THE BORDER, AS REQUIRED; IN ONE LOCALE ALONE -- 
ON THE BORDER -- THE SERBS HAVE 7 TANKS AND 2 MORTAR 
BATTERIES.  IN SECTOR NORTH, AROUND GLINA AND VIRGIN 
MOST, THERE ARE SUBSTANTIAL NUMBERS OF SERB-HELD 
TANKS AND APC'S.  AND IN OTHER AREAS, WHERE HEAVY 
ARMS HAVE SUPPOSEDLY BEEN ROUNDED UP, THEY ARE NOT 
WELL SECURED.  IN SECTOR SOUTH, THE SERBS HAVE 9 
TANKS, PLUS ARTILLERY AND MORTARS, AT GRACAC, AS WELL 
AS TANKS AT DRNIS.  IN KNIN, THERE IS A SERB- 
CONTROLLED COMPANY OF T-55 TANKS.  IN BARANJA (SECTOR 
EAST), THERE IS VIRTUALLY A NON-STOP FERRY OF ARMS 
AND PERSONNEL TO AND FROM SERBIA. 
 
12.  TUDJMAN ARGUED THAT THE SECURITY COUNCIL MUST 
AUTHORIZE UNPROFOR TO IMPLEMENT THEIR MANDATE, EVEN 
IF THAT REQUIRES RESORTING TO ARMS.  AMONG OTHER 
UNPROFOR SHORTCOMINGS, THERE HAD BEEN VIRTUALLY 
NOTHING DONE TO PERMIT THE RETURN OF THE DISPLACED. 
ON THE CONTRARY, EVEN UNDER THE EYES OF UNPROFOR NEW 
CRIMES ARE BEING COMMITTED BY SERBS.  IN SECTOR EAST, 
FOR EXAMPLE, THERE HAVE BEEN 600 (PRESUMABLY 
NON-SERBS) KILLED SINCE THE DEPLOYMENT OF UNPROFOR. 
IN BARANJA, NOT ONLY CROATS ARE PERSECUTED AND 
KILLED, BUT ALL NON-SERB NATIONALITIES, ESPECIALLY 
HUNGARIANS.  IN ADDITION, THE VANCE PLAN HAS NOT BEEN

14.  TUDJMAN SAID THE CROATIAN GOVERNMENT WOULD SEND 
A MEMORANDUM TO THE UN SECRETARY GENERAL.  HE ASKED 
THAT OTHER GOVERNMENTS SUPPORT CROATIA'S STAND. 
CROATIA WANTS UNPROFOR IMMEDIATELY TO IMPLEMENT THE 
VANCE PLAN, TUDJMAN EMPHASIZED.  IN THAT REGARD, 
UNPROFOR CAN CONTINUE TO COUNT ON CROATIAN 
COOPERATION.  BUT, UNDER THESE CIRCUMSTANCES, CROATIA 
COULD NOT AGREE TO AN EXTENSION OF UNPROFOR'S 
MANDATE, BECAUSE SERBIAN ELEMENTS ARE USING IT 
(UNPROFOR'S PRESENCE) TO CONSOLIDATE THEIR POSITION 
IN THE UNPAS AND IN NEIGHBORING AREAS OF B-H. 
 
15.  TUDJMAN SAID CROATIA HAD PROVIDED THE POLITICAL 
PREREQUISITES FOR A RESOLUTION OF THE BASIC PROBLEM 
IN THE UNPAS (PRESUMABLY A REFERENCE TO THE LAW ON 
ABOLITION).  HE REFERRED TO SEVERAL INSTANCES IN 
WHICH GROUPS OF CROATIAN SERBS HAD VOLUNTARILY 
SURRENDERED ARMS "FORCED ON THEM BY THE JNA" IN 
HOPES OF NORMALIZING THEIR STATUS IN CROATIA. 
NONETHELESS, HE SAID, THE SITUATION IS WORSENING 
BECAUSE OF EXTREMIST ELEMENTS SUPPLIED BY BELGRADE. 
 
16.  HE SAID THAT CROATIA IS READY TO IMPLEMENT THE 
LAW ON LOCAL SELF-GOVERNMENT, INCLUDING IN THE 
SERBIAN AREAS, IN THE CONTEXT OF HOLDING ELECTIONS TO 
THE SECOND CHAMBER OF THE SABOR IN THE COMING 
TWO-THREE MONTHS.  IN THE MEANTIME, CROATIA WILL PASS 
A LAW AIMED AT CONTROLLING FURTHER ENCROACHMENTS ON
