PURCHASED NARCOTICS TO RUSSIA, TURKEY AND WESTERN EUROPE. 
ACCORDING TO THE MOI, SAROV LIVES IN AFGHANISTAN NEAR THE 
TAJIK-AFGHAN BORDER. THE MOI HAS SUCCESSFULLY EMBEDDED A 
CONFIDENTIAL SOURCE (CS) INTO THE SAROV DTO IN AN ATTEMPT TO 
IDENTIFY THE FOLLOWING ORGANIZATIONAL IDENTIFIERS: TRAFFICKING 
ASSOCIATES, INFORMATION PERTAINING TO NARCOTIC SHIPMENTS WHICH 
TRANSIT FROM AFGHANISTAN TO TAJIKISTAN, NARCOTIC STORAGE 
LOCATIONS IN TAJIKISTAN AND CELLULAR TELEPHONE INFORMATION 
ASSOCIATED WITH MEMBERS OF THE DTO. DURING THE PAST THREE 
MONTHS, THE MOI CS HAS ESTABLISHED A CLOSE, NON-CRIMINAL 
RELATIONSHIP WITH SAROV AND IS IN A POSITION TO OBTAIN DETAILED 
INFORMATION CONCERNING SPECIFIC ASPECTS OF THE SAROV DTO. 
 
2. (SBU) COL. BUHORIEV, WORKING THROUGH HIS INVESTIGATION, HAS 
ESTABLISHED THAT A KEY ASSOCIATE OF THE SAROV DTO IS A TAJIKI 
NATIONAL WHO LIVES IN DUSHANBE, TAJIKISTAN, KNOWN ONLY AS THE 
DOCTOR.  ACCORDING TO THE CS, THE DOCTOR IS A PRIMARY DRUG 
COORDINATOR WHO BROKERS THE INTERNATIONAL SALE OF NARCOTICS FOR 
THE SAROV DTO. 
 
3. (SBU) ACCORDING TO THE MOI, THE CS MET WITH SAROV AT HIS 
(SAROV'S) HOME IN AFGHANISTAN DURING THE LAST WEEK OF MARCH 
2009. THE CS WAS PRESENT WHEN SAROV TELEPHONICALLY CONTACTED THE 
DOCTOR ON A CELLULAR PHONE. THE CS OVERHEARD SAROV DISCUSSING 
DETAILS CONCERNING A 50 KILOGRAM HEROIN SHIPMENT WITH THE 
DOCTOR. THE CS REPORTED THAT THE DOCTOR WAS IN THE PROCESS OF 
ARRANGING A BUYER FOR THE HEROIN SHIPMENT FROM DUSHANBE. BASED 
ON THE CS'S INFORMATION, SAROV WILL SHIP THE HEROIN FROM 
AFGHANISTAN TO DUSHANBE ONCE THE DOCTOR HAS COORDINATED THE 
TRANSACTION. 
 
4. (SBU) ACCORDING TO THE CS, THE DOCTOR USES A TAJIKISTAN BASED 
CELLULAR TELEPHONE NUMBER IDENTIFIED AS [992] (95)173-9220. AT 
THE REQUEST OF THE DCO, THE MOI OBTAINED TOLL RECORDS FOR THE 
ABOVE MENTIONED TELEPHONE NUMBER. THE MOI REPORTED THAT THE 
SUBSCRIBER INFORMATION FOR THE PREVIOUSLY MENTIONED NUMBER WAS 
FALSE. 
 
5. (SBU) THE MOI PROVIDED THE DCO WITH A COPY OF THE TOLL SHEET 
PRINTOUT ASSOCIATED WITH THE (95)173-9220. BASED ON THE ABOVE 
MENTIONED TOLL RECORDS, THE DCO HAS ESTABLISHED THAT AN 
ASSOCIATE OF THE SAROV DTO USED THE PREVIOUSLY MENTIONED 
CELLULAR PHONE NUMBER TO CONTACT THE FOLLOWING TAJIK AND AFGHAN 
NUMBERS.

7. (SBU) THE DCO REQUESTS THAT DEA SOD CONDUCT A CRIMINAL QUERY 
AGAINST THE ABOVE MENTIONED NUMBERS AND THE NAME, NOSIR SAROV IN 
AN ATTEMPT TO LOCATE AND FURTHER DEVELOP THE OPERATIONAL LEADS 
SITED IN THIS CABLE. 
 
8. (SBU) THE DCO REQUESTS THAT THE DEA KABUL COUNTRY OFFICE 
QUERY THE ABOVE MENTIONED AFGHANISTAN NUMBERS AND THE NAME, 
NOSIR SAROV AGAINST ALL DEA KABUL DATA BASES IN AN ATTEMPT TO 
LOCATE AND FURTHER DEVELOP THE OPERATIONAL LEADS SITED IN THIS 
CABLE. 
 
9. (SBU) AGENT'S NOTE: IT SHOULD BE NOTED THAT THIS IS THE FIST 
OCCASION IN WHICH ANY GOVERNMENT OF TAJIKISTAN DRUG ENFORCEMENT 
AGENCY HAS PROVIDED ACTUAL TOLL RECORDS TO THE DCO IN REFERENCE 
TO A CRIMINAL INVESTIGATION. THE MOI IS MAKING A CONCENTRATED 
EFFORT TO FULL COOPERATE WITH THE DCO CONCERNING THE CONTINUED 
DEVELOP AN OPERATIONAL AND INVESTIGATIVE RELATIONSHIP. THE MOI 
HAS STATED THAT THEIR DEPARTMENT HAS THE CAPABILITY TO CONDUCT 
WIRE INTERCEPT INVESTIGATIONS TARGETING CELLULAR AND HARD LINES 
WITH THE APPROVAL OF THE GENERAL PROSECUTOR. THE MOI HAS STATED 
THAT THEIR INTERCEPT EQUIPMENT IS OUTDATED AND WOULD REQUIRE A 
SIGNIFICANT UPGRADE TO OPERATE AT A MORE FUNCTIONAL LEVEL. THE 
MOI HAS REQUESTED THE DCO TO RESEARCH THE POSSIBILITY OF 
ASSISTING THEIR AGENCY IN DEVELOPING A BETTER WIRE INTERCEPT 
PROGRAM. COLONIAL BUHORIEV STATED THAT HIS DEPARTMENT WOULD WORK 
JOINTLY ON ALL INTERCEPT CASES WITH THE DCO AND  PROVIDE 
CURRENT, REAL-TIME STATUS REPORTS CONCERNING ALL INVESTIGATIONS 
IF THEIR INTERCEPT PROGRAM COULD BE FURTHER DEVELOPED.
