B-H.  WITH SOME 1,500 UNHCR-CARED FOR EX-DETAINEES 
FREE TO ROAM IN DEPRESSED, WAR-TORN KARLOVAC, 
TENSIONS BETWEEN THEM AND THE TOWNSFOLK ARE RISING. 
AS A SOP TO THE KARLOVAC AUTHORITIES, THE GOC HAS HAD

CONFIDED THAT HE NOW AVOIDS IF ALL POSSIBLE VISITING 
TOWNS WITH LARGE REFUGEES POPULATIONS, SO OFTEN HAS
