FOR THESE REASONS, THE REPUBLIC OF CROATIA IS 
SUSPENDING ALL RELATIONS WITH THE REPUBLIC OF SERBIA 
AS LONG AS OFFICIAL SERBIA SUPPORTS SUCH A POLICY, 
AND THE GOVERNMENT OF THE REPUBLIC OF CROATIA WILL 
MAKE THE NECESSARY DECISIONS. 
 
2.  AN UNDECLARED AND UNPROVOKED AGGRESSION HAS BEEN 
CARRIED OUT AGAINST CROATIA FOR SOME TIME NOW. 
 
IT IS A CAMOUFLAGED, UNDERHANDED AND DIRTY WAR 
IMPOSED ON CROATIA WHICH HAS SO FAR TAKEN HUNDREDS 
OF HUMAN LIVES, AND CAUSED HUGE MATERIAL 
DESTRUCTION, EVEN DESTROYED ENTIRE SUBURBS. 
 
THE YUGOSLAV PEOPLES' ARMY IS DIRECTLY AND 
INDIRECTLY PARTICIPATING IN THE AGGRESSION AGAINST 
CROATIA ORGANIZED BY THE REPUBLIC OF SERBIA WITH THE 
ASSISTANCE OF THE TERRORIST REBELLIOUS GROUPS. 
 
GROUPS OF TERRORISTS WERE RECRUITED FROM WITHIN 
SERBIAN RANKS IN CROATIA WHO ARE INDOCTRINATED WITH 
THE GREATER SERBIAN AND CHETNIK IDEOLOGY.

OF SERBIA CANNOT REPRESENT A BASIS FOR THE 
CONSTRUCTIVE, PEACEFUL RESOLUTION OF THE YUGOSLAV 
CRISIS.

3.  FROM THE ESTABLISHMENT OF THE POSTWAR BOLSHEVIK 
YUGOSLAVIA, THE YUGOSLAV PEOPLES' ARMY WAS A 
CONTINUOUS IMPORTANT INSTRUMENT OF THE POLITICIAL 
AUTHORITIES, AND TODAY IT IS A PART OF THE COMMUNIST 
MILITARY COMMAND, RESISTING THE INEVITABLE 
DEMOCRATIC REFORM OF SOCIETY, ESCAPING EVERY CONTROL 
AND THREATENING THE DEMOCRATICALLY ELECTED 
AUTHORITIES IN THE REPUBLICS. 
 
A PART OF THE ARMY IS DIRECTLY SIDING WITH THE 
TERRORISTS. 
 
4.  THESE DAYS THE AGGRESSIVE ATTACKS ON CROAITAN 
TERRITIORIES CAUSED THE DESTRUCTION OF ENTIRE 
SUBURBS AND THE EXODUS OF THOUSANDS OF FAMILIES FROM 
THEIR HOMES, IN KEEPING WITH THE TERRORISTS' 
GENOCIDAL PLANS FOR THE CREATION OF ETHNICALLY PURE 
SERBIAN TERRITIORIES ON THE TERRITORY OF THE 
REPUBLIC OF CROATIA. 
 
THE PARLIAMENT OF THE REPUBLIC OF CROATIA ON BEHALF 
OF ALL THE CITIZENS WHO HAVE RECEIVED ASSISTANCE IS 
PUBLICLY THANKING THOSE INDIVIDUALS, FAMILIES,

5.  THE PARLIAMENT REQUESTS THAT THE GOVERNMENT OF 
THE REPUBLIC OF CROATIA TAKE IMMEDIATE ACTION FOR 
THE NECESSARY MOBILIZATION OF ALL DEFENSE FORCES. 
 
COMPANIES, HEALTH, SOCIAL AND OTHER SERVICES SHOULD 
IMMEDIATELY ADAPT THEIR STRUCTURES, STAFF AND 
ACTIVITIES FOR SPECIAL DEFENSE CONDITIONS AND FOR 
THE REAL NEEDS OF THE POPULATION, SUBORDINATING 
EVERYTHING TO THE DEFENSE OF DEMOCRACY AND THE 
TERRITORIAL INTEGRITY OF THE REPUBLIC. 
 
ALL STATE SERVICES AND THE ENTIRE NATION SHOULD 
ADAPT THEIR ACTIVITIES TO THE CONDITIONS IN WHICH 
THE REPUBLIC OF CROATIA FINDS ITSELF.

6.  IN THE SITUATION WHEN THE REPUBLIC OF CROATIA IS 
EXPOSED TO OPEN AGGRESSION ON ITS TERRITORY, THE 
MOST IMPORTANT TASK OF ALL ITS CITIZENS INCLUDING 
ALL STATE AND POLITICAL STRUCTURES AS WELL AS 
REPRESENTATIVES IN THE PARLIAMENT IS THE DEFENSE OF 
THE HOMELAND ACCORDING TO THEIR STATUS AND 
RESPONSIBILITIES.

7.  THE PARLIAMENT OF THE REPUBLIC OF CROATIA 
CONSIDERS THAT THE MEDIA IN THE REPUBLIC SHOULD BE 
MORE EFFICIENT IN CARRYING OUT THEIR DUTIES OF 
INFORMING TRUTHFULLY AND OBJECTIVELY THE DOMESTIC 
AND INTERNATIONAL PUBLICS ABOUT EVENTS IN CROATIA. 
 
8.  THE PARLIAMENT OF THE REPUBLIC OF CROATIA IS 
EXPRESSING ITS GRATITUDE TO ALL CROATS OUTSIDE OF 
THE HOMELAND FOR THEIR PAST AND FUTURE SUPPORT FOR 
DEMOCRATIC CROATIA IN ITS EFFORTS FOR DEFENSE AND 
DEVELOPMENT. 
 
9.  THE PARLIAMENT OF THE REPUBLIC OF CROATIA IS 
GRATEFUL TO THE INTERNATIONAL COMMUNITY FOR ITS HELP 
SO FAR TO CROATIAN DEMOCRACY AND IS CALLING ALL 
PARLIAMENTS OF DEMOCRATIC COUNTRIES ALL OVER THE 
WORLD TO GRANT RECOGNITION TO THE REPUBLIC OF 
CROATIA WHICH IS CONSTITUTIONALLY ESTABLISHED AS A 
DEMOCRATIC AND SOCIAL STATE BASED ON LAW. 
 
IN REGARD TO THIS, THE PARLIAMENT OF THE REPUBLIC OF 
CROATIA ENDORSES THE LETTER WHICH THE PRESIDENT OF 
THE PARLIAMENT SENT TO THE PARLIAMENTS OF EUROPEAN 
COUNTRIES AND INTERNATIONAL ORGANIZATIONS. 
 
10. THE YUGOSLAV PEOPLES' ARMY HAS NOT WITHDRAWN TO 
ITS BASES AND IS THUS FLAGRANTLY VIOLATING THE 
AGREEMENT WITH THE EUROPEAN COMMUNITY.  FOR THESE 
REASONS, THE REGULAR POLITICAL FORCES CANNOT 
ESTABLISH THE LEGAL ORDER WHERE IT HAS BEEN

OF CROATIA DURING THE PROCESS OF DISASSOCIATION. 
 
THE PARLIAMENT OF THE REPUBLIC OF CROATIA EXPECTS 
THAT THE PRESIDENT OF THE REPUBLIC OF CROATIA AND 
THE GOVERNMENT OF THE REPUBLIC OF CROATIA WILL TAKE 
NECESSARY STEPS TO IMPLEMENT THIS PARLIAMENTARY 
RESOLUTION. 
 
11. THE PARLIAMENT OF THE REPUBLIC OF CROATIA IS 
CALLING ALL INTERNATIONAL ORGANIZATIONS WHICH DEAL 
WITH THE ISSUE OF HUMAN RIGHTS AND THE RIGHTS OF

CROATIA SO THAT THEY MAY SEE FOR THEMSELVES THE REAL

12. THE MEMBER OF THE PRESIDENCY FROM MONTENEGRO, 
BRANKO KOSTIC, THROUGH HIS ACTIVITIES SO FAR, AND 
ESPECIALLY HAVING PUBLICLY SUPPORTED GREATER SERBIAN 
HEGEMONY, AND ESSENTIALLY ENTICING DISOBEDIENCE AND 
VIOLENCE TOWARDS THE LEGAL ORGANS OF THE REPUBLIC OF 
CROATIA, HAS DISCREDITED HIMSELF FROM CARRYING OUT 
ANY ACTIVITY WHATSOEVER IN THE ORGANS OF THE FEDERAL 
GOVERNMENT OF THE SFRJ THAT IS RELATED TO THE 
PRESENT CONDITIONS IN CROATIA. 
 
13. THE PARLIAMENT OF THE REPUBLIC OF CROATIA 
ACCEPTS THE DECISION OF THE PRESIDENCY OF THE SFRJ 
OF AUGUST 3, 1991 ABOUT AN URGENT AND ABSOLUTE 
CEASE-FIRE IN THE REPUBLIC OF CROATIA AND CONSIDERS 
NECESSARY EVERY INITIATIVE AND EVERY EFFORT, 
ESPECIALLY FROM THE EUROPEAN COMMUNITY, THAT AN 
IMMEDIATE CEASE-FIRE BE IMPLEMENTED IN CROATIA. 
CONSEQUENTLY, THE MISSION OF THE EUROPEAN OBSERVERS 
IS INEVITABLE AND WELCOME AS WELL AS ALL OTHER FORM 
OF DIRECT PARTICIPATION OF EUROPE IN THE RESOLUTION 
OF THE CRISIS.  AT THE SAME TIME, THE PARLIAMENT 
FIRMLY DECIDED, BECAUSE OF THE ABOVE-MENTIONED 
REASONS, TO PROTEST AGAINST THE APPOINTMENT OF 
BRANKO KOSTIC IN THE SFRJ PRESIDENCY AS CHAIRMAN OF 
THE COMMISSION TO MONITOR THE CEASE-FIRE.

PACIFIER OF KOSOVO, FOR WHICH THE REPUBLIC OF SERBIA 
WAS COMDEMNED BY THE WORLD COMMUNITY AND MANY 
PARLIAMENTS OF DEMOCRATIC COUNTRIES, INCLUDING THE 
EUROPEAN PARLIAMENT. 
 
THE FACT IS THAT THIS SAME GENERAL, SINCE JULY 1991, 
HAS BEEN THE COMMANDER OF THE V. ARMY DISTRICT UNDER 
WHOSE JURISDICTION MOST OF THE TERRITORY OF THE 
REPUBLIC OF CROATIA FALLS. 
 
THE PARLIAMENT OF THE REPUBLIC OF CROATIA CONSIDERS 
HIS APPOINTMENT TO BE A RUDE PROVOCATION.
